CITAD Commends NCC on Progress Toward Community Networks Framework

The Centre for Information Technology and Development (CITAD) has commended the Nigerian Communications Commission (NCC) for the significant progress it has recorded in developing a regulatory framework for the establishment of Community Networks in Nigeria.

CITAD noted with appreciation the NCC’s public acknowledgment of its ongoing collaboration with Centre for Information Technology and Development (CITAD) and other stakeholders in advancing this initiative. This development represents an important milestone in efforts to address persistent connectivity gaps, especially in underserved and unserved communities.

Community Networks remain a critical solution for expanding affordable, inclusive, and locally-driven access to communication services, particularly in areas where commercial operators have limited presence. A clear and enabling regulatory framework will not only empower communities but also support national objectives around digital inclusion, innovation, and socio-economic development.

CITAD has consistently advocated for Community Networks as a people-centered approach to bridging Nigeria’s digital divide. We therefore welcome the NCC’s commitment to engaging stakeholders in the coming period to finalize and operationalize this framework.

We urge the Commission to sustain this momentum by ensuring that the framework is inclusive, flexible, and supportive of non-profit and community-led initiatives, while also providing clear pathways for licensing, spectrum access, and technical support.

CITAD reaffirms its readiness to continue working with the NCC, government agencies, civil society, and local communities to ensure that Community Networks become a practical and impactful reality across Nigeria.
